First of all we would like to wish all of our members a very merry festive season and a prosperous New Year. The past year has been one of the most challenging we have had to endure for a long time – yet the endurance of members has been remarkable, and emerging results from the Quarterly Economic Survey indicate that the fundamental business strengths needed to resume growth, such as cashflow and skilled staff are recovering better than expected, despite fragile confidence.
The Chancellor’s Pre-Budget Report had a few Christmas presents for the short-term, notably continued relief for (most) empty business property, the extension of “Time to Pay” for VAT, PAYE and corporation tax, and deferral of corporation tax increases. However, the announced increase in National Insurance was very unwelcome.
Looming over all of this is the certainty of a General Election – the Chamber will ensure that the next government, whatever its persuasion, has no doubt that what it takes to secure recovery rests with growing businesses that add real value and rebuild wealth, and to enable all parts of the UK to succeed and grow.
We would also like to inform you all that the Chamber offices, including the International Trade documentation team will be open on 24 December 9.00am to 12.00pm and then closed until 30th December. The office will be open on 31 December from 9.00am till 2.00pm and then closed on Friday 1st January 2010.
Note that the Arab Chamber will be closed from Thursday 24 December to Friday 1 January inclusive and so for Arab Certificates of Origin please ensure all Arab documents are submitted before Monday 21 December.
GET ON BOARD THE NEW PARK AND RIDE
Commuters can now have an easier journey into Leicester city centre, thanks to a new £9 million park and ride. The award winning Enderby scheme, a joint Leicester City Council and Leicestershire County Council project, offers parking for 1000 cars and operates low emission buses running every 10 minutes between Enderby and Leicester city centre. The service will operate between 7am and 7pm from Monday to Saturday. Regular day tickets are priced at £3 with one-weekly tickets priced at £14. The service uses existing bus lanes, helping you to take a more environmentally friendly journey and avoid traffic queues into the city during busy periods. FIFTEEN PERCENT VAT RATE EXTENDED FOR NEW YEAR'S EVE TRADERS
Pubs, clubs, restaurants and other retail businesses remaining open past midnight on New Year’s Eve will be allowed to continue charging VAT at 15% on their sales until they close or until 6am on 1st January 2010, whichever is the earlier, the Financial Secretary to the Treasury has confirmed. Similar arrangements will apply to telecommunications companies in respect of calls and texts made up to 6am on 1st January 2010.
Financial Secretary to the Treasury, the Rt Hon Stephen Timms MP, said: “New Year’s Eve celebrations are a vital source of income for many in the service sector. The Government recognises that it would be very difficult for them to make the necessary changes to account for VAT at 17.5% immediately after midnight. To make the transition as easy as possible retail and telecommunication businesses will be able to charge VAT at the old rate into the early hours of New Years Day.”
The ‘period of grace’ is restricted to those businesses that account for VAT at the point of sale such as businesses on a retail scheme – pubs, shops, restaurants etc and to the cost of calls or texts made and billed in the early hours of 1st January. It will not apply to businesses that account for VAT on the basis of VAT invoices issued or to mail order or on-line retail sales.
HM Revenue & Customs (HMRC) will publish a Revenue & Customs Brief on the HMRC website (www.hmrc.gov.uk) explaining the extent of the concession in more detail.

Leicestershire’s business managers will be interested to see the benefits gained by some of the county’s leading employers by ‘greening’ their staff’s travel. Not only have their parking pressures been eased, but the increased access options have opened up a wider labour market and the reduced car miles have helped with their carbon reduction strategies and business costs.

SCAM EMAILS OFFER TAX REFUNDS
A record 83,000 scam emails offering fake tax refunds were reported to HM Revenue & Customs (HMRC) in September. The online attacks, known as ‘phishing’, have since continued with an unprecedented 10,000 reports of the fraud made to HMRC on one day alone.
The scam email tells the recipient they are due a tax refund and then asks for bank account or credit card details. John Harrison, Head of HMRC Customer Contact Online, said: “We only contact customers who are due a refund in writing by post. We never use emails, telephone calls or external companies in these circumstances. I would strongly encourage anyone receiving such an email not to open it, send it to us for investigation at phishing@hmrc.gsi.gov.uk and then delete it from their computer.”
HMRC is taking action to disrupt these attacks and through co-operation with other law enforcement agencies in the UK and overseas a number of scam networks have been shut down.

CHRISTMAS AT ULVERSCROFT MANOR
Chamber member and local registered charity the Shuttlewood Clarke Foundation will be hosting a special fund raising Christmas event on Monday 21st December. The venue is Ulverscroft Manor, Priory Lane, Ulverscroft and the house will be open between 10am and 3pm for you to come along and enjoy a selection of stalls and Christmas music whilst supporting the Shuttlewood Clarke Foundation, a wonderful and unique Leicestershire charity that offers support, care and friendship to the elderly, adults of all ages with disabilities and young people.
Admission will be £2.50, with children under 5 free of charge. Refreshments, including hot turkey and stuffing rolls and mini hotdogs for children, will be available to purchase. Santa will be making a special appearance at 2pm and all children will receive a small Christmas gift. There will be a selection of craft stalls, with restricted access via steep stairs.

COOPER PARRY FINANCE NEWS
Upside Of Share Value Downturn
Leicester business advisers Cooper Parry say that the Government run Enterprise Management Incentive scheme (EMI) could be a useful tax efficient way to motivate employees during the course of the recession.
An option is granted to key employees to allow them to buy shares at some future point at the current market value. However, the employees do not pay anything until they exercise their option.
In the present economic climate the company’s share value may have dipped and could be fairly low. When the economy recovers from the current recession the value should improve, but employees will have benefitted from the current downturn as they will still pay a low price for their shares when exercising the option.
Simon Baines, Tax Director at Cooper Parry, says: “There are a number of qualifying conditions that both the company and the relevant individual(s) would need to meet before introducing an EMI scheme. These include the level of gross assets, independence requirements, employee numbers, trading status and working hours. However, a large proportion of small and medium sized companies are likely to qualify.”

PRE-BUDGET REPORT AND YOUR BUSINESS
The regional Business Link service has published an online summary of the implications of the pre-budget report for Leicestershire businesses and their employees. The summary can be found on www.businesslink.gov.uk/eastmidlands/prebudget
Eric Carveth, Leicestershire Area Manager for the regional Business Link service explains, “It helps businesses to have all the information they need in one place. By producing an online summary of the key points with links to further information, we aim to make life simpler for business.”
Key points for business from the Pre-Budget Report 2009:
• The economy is forecast to shrink by 4.75% during 2009, and growth of between 1% and 1.5% is expected in 2010. Further growth of 3.5% is expected in 2011 and 2012.
• The rate of VAT will revert back to 17.5% from 1 January 2010 and there will be no further changes to the rate.
• All National Insurance rates will rise by 0.5% from April 2011, although anyone earning less than £20,000 will be exempt from the increase.
• The increase in Corporation Tax for small firms will be deferred, while HM Revenue & Customs' (HMRC) Business Payment Support Service, which allows firms to spread their tax payments, will be extended for as long as it is needed.
• There will be an increase to the threshold for empty property relief, so that for 2010/11 commercial properties in England and Wales with a rateable value below £18,000 will be exempt from business rates.
• The Enterprise Finance Guarantee scheme will be extended for another 12 months, guaranteeing £500 million worth of loans for small firms.
• Funding worth £5 million has been allocated to help ex-services personnel to set up their own business.
• Green measures announced include a 100% first year capital allowance for electric vans and a five-year exemption from company car tax for electric cars.
• A 10% Corporation Tax will be introduced on income that comes from patents in the UK, in order to help the science and technology industries.
• Around £5 billion will be saved from cutbacks in public sector IT and outsourcing projects. There are also plans to give older people more support to stay in their own homes in order to cut back on residential care.

CRIME REDUCTION FOR BUSINESS
Business Link is encouraging businesses across Leicestershire to ensure they are doing all they can to reduce the risk of becoming a victim of crime.
Eric Carveth, Leicestershire Area Manager for the regional Business Link service, says: “While business related crime is not significantly higher in the East Midlands than elsewhere in the UK, all businesses need to be aware of the risks and to put appropriate measures in place to reduce them.”
Often the crimes reported could have been averted by implementation of appropriate security measures and Business Link continues to work with its partners to raise awareness of the issues and what positive steps can be taken.
“Often businesses in industrial and business parks can work together to reduce crime,” continues Eric. “Our advisers can help businesses to access information on crime reduction and on how working together can bring mutual benefits and reduce costs. We can help businesses to set up secure networks and gain access to the information and support them need to increase security and reduce crime.”
